North African Bulgur Salad

1-1/2 C bulgur
1-1/4 C boiling water
4 T olive oil
3 T lemon juice
2 T chopped fresh mint
3 T chopped fresh cilantro
Salt and pepper
1 red bell pepper, grilled, peeled, and sliced
1 bunch of scallions, chopped
2 garlic cloves, chopped
1/2 cucumber, coarsely chopped
2 C feta cheese, crumbled
Lime wedges, for serving

Soak bulgur in boiling water for 30 minutes, stirring occasionally. In a mixing bowl, whisk together the oil, lemon juice, salt, and pepper. Pour over the bulgur, add the herbs, and mix well. Stir in the remaining ingredients and chill. Serve with the lime wedges.
